Cloud Boundary — Framing Pattern
Government-cloud boundary establishment
Starting state
An agency operates a mix of on-premises systems and commercial cloud services. The authorization boundary is assumed rather than modeled. Traffic hairpins through a traditional perimeter. Local breakout is desired for latency but has not been governed.
Intervention
The boundary is modeled explicitly. Local breakout is permitted only when the security-capabilities catalog is satisfied at a distributed policy enforcement point. The policy enforcement point’s location is treated as a physics and compliance decision, not a product feature.
Observed behavior (intended)
Branch traffic egresses locally only when the catalog is satisfied. Telemetry obligations to the federal monitoring program continue. The authorization package cites a modeled boundary rather than an assumed one.
Lessons
- Transport is a physics decision; control is a compliance decision.
- Bare local breakout without a governing control plane is a compliance regression.
- The governor itself is attack surface and must be protected.
Cleaned framing pattern for project use. Not a deployed reference. No internal branding or document identifiers.
